South Windsor is less a neighbourhood than a band of them, and their vintages differ sharply. Roseland, bordered by Cabana Road to the north and the Herb Gray Parkway to the south, is Windsor's southernmost neighbourhood, folded into the city during its 1960s wave of township annexations, and its houses mostly predate the Second World War. Devonshire Heights — south of E.C. Row, west of Walker Road, east of Howard Avenue and the mall, north of Division and Cabana — only began building in the late 1970s. Southwood Lakes fills out the rest. The commercial weight sits on Howard and Dougall: Devonshire Mall at 3100 Howard Avenue opened in 1970 on the former Devonshire Raceway horse track and, at 874,500 square feet and roughly 160 stores, is still Windsor's largest centre, with big-box retail beside it and St. Clair College's main campus over on Talbot Road. Renovation work here therefore spans two eras of house rather than one — pre-war in Roseland, 1970s-onward in Devonshire Heights — so the bin that suits a neighbour's job may not suit yours.
Whatever the vintage, the subdivisions here were laid out with off-street parking: wide driveways and attached garages are the norm, so a 14 or 20-yard bin almost always fits on private ground. Windsor's hoarding permit covers occupation of the City road, boulevard or sidewalk and does not address a bin kept on your own lot, which makes it a rare consideration in this part of the city — when it is needed, roadway occupancy is published at $1 per square foot per calendar month with a $95-plus-HST minimum. South Windsor also has the shortest self-haul trip in Windsor: the EWSWA Public Drop Off Depot at 3560 North Service Road East sits on E.C. Row, the district's own northern boundary.
