Renovation work on the hill
Signal Hill occupies high ground above the Elbow River valley, bounded by Sarcee Trail on the east, 17th Avenue SW on the north, Stoney Trail on the south and 69th Street on the west. The land was annexed to Calgary in 1956, but the community itself dates from the mid-1980s and filled in through the 1990s and early 2000s with detached and duplex homes on curving streets, plus townhouse and bungalow pockets nearer Signal Hill Centre and Richmond Road. The 2021 Census of Canada counted 13,000 residents in 5,065 households. Two large retail nodes anchor the area — Signal Hill Centre with more than 50 stores and the adjoining Westhills Towne Centre with roughly 40 more — and on the southern slopes sits Battalion Park, where about 16,000 stones hauled up by soldiers from the First World War-era Sarcee Camp spell out the numbers of four battalions, 137, 113, 151 and 51, opened as a park on 3 November 1991. Houses now 25 to 35 years old bring the expected cycle of work, and Calgary's hail and freeze-thaw add roofing and exterior jobs on top of it.
Placement, permits and self-haul
The detached and duplex stock is standard attached-garage suburban design, so most bins here go on the driveway and no permit enters the picture. The townhouse and condo clusters near Signal Hill Centre and Richmond Road are where that breaks down — no private driveway means the road right-of-way, and the City of Calgary wants a Street Use Permit before the bin lands. For a small self-haul load, the Spyhill Landfill and Eco Centre at 11808 69 Street NW is the west-side option, up Sarcee Trail and Stoney Trail.
